Beijing Modern Industrial New Zone Development Research Base

? Profile

The Beijing Modern Industrial New Zone Development Research Base is a municipal-level key research base in humanities and social sciences jointly established by the Beijing Institute of Petrochemical Technology and Daxing District. It was officially approved for construction by the Beijing Office for Philosophy and Social Sciences Planning and the Beijing Municipal Education Commission on August 20, 2012. Dedicated to serving Beijing and anchored in the development of Daxing District, the Base leverages the academic strengths of the Beijing Institute of Petrochemical Technology to conduct research on practical issues concerning macro-management and micro-operations in the economic and social development of Daxing District. It operates as a high-end think tank, providing vital decision-making support for both government and enterprises.

Supported jointly by the School of Economics and Management, the School of Humanities and Social Sciences, the School of Marxism, and the School of Safety Engineering, the Base emphasizes a "digital and intelligent" developmental foundation. It actively promotes the synergistic development of two core wings: "+ Green and Low-Carbon" and "+ Safety and Emergency Response," striving to build a high-level regional research think tank that serves the economic and social development of the capital. The Base is directed by Haiping Li, and its primary affiliated discipline is Business Administration.

? Research Team

The Base's core research team consists of university faculty and external experts, covering multiple disciplines including economics and management, humanities and social sciences, Marxist theory, and safety engineering. It currently comprises 67 members, including 9 professors/research fellows, 26 associate professors, and 32 lecturers/assistant researchers. In 2025, 8 supervisors for academic master's programs and 3 for professional master's programs were newly added. Supervisors with overseas doctoral degrees or visiting scholar experiences account for 37.5%. The team structure is continuously optimized, achieving both quantitative and qualitative improvements in our research and innovation teams.

? Research Directions

(1) Economic Development and Policy Research: Focusing on the economic development and industrial policies of Beijing's modern industrial new zones, this direction researches high-quality regional economic development, industrial upgrading, and the cultivation paths of new quality productive forces.

(2) Social Development and Cultural Research: Centering on social governance and cultural construction in modern industrial new zones, this direction focuses on issues such as urban-rural integration, social security, cultural communication, and social risk governance.

(3) Energy and Environmental Development Research: Geared towards the national "dual-carbon" strategy, this direction conducts research on energy transition, green and low-carbon development, and ecological environmental governance, serving sustainable development decision-making.

The Base hosts four academic research institutes: Energy, Environment and Low-Carbon Development; Enterprise Development and Management Innovation; Green and Digitalized Accounting and Auditing; and Emergency Management and Intelligent Decision-Making. It is also strategically planning emerging interdisciplinary fields such as "Low-Altitude Airspace Planning and Safety Management" to cultivate new disciplinary growth points.

? Research Achievements

In 2025, guided by the goal of serving decision-making, the Base further elevated its scientific research capabilities and social service standards. Throughout the year, members published 70 academic papers, including 31 indexed by SCI/SSCI/EI and 20 by CSSCI, with 1 paper selected as an ESI Top 1% highly cited paper. Four academic monographs were published. The Base successfully secured funding for multiple projects, including 2 from the National Natural Science Foundation of China, 1 from the National Social Science Fund of China, 1 philosophy and social sciences project from the Ministry of Education, 1 from the Beijing Municipal Natural Science Foundation, and 8 from the Beijing Social Science Fund. The total research funding received amounted to RMB 4.429 million (RMB 1.635 million for vertical/government-funded projects and RMB 2.794 million for horizontal/industry-funded projects).

Proactively fulfilling its think-tank function to translate research outcomes into government policy support, the Base saw 5 of its research findings adopted by the Beijing Emergency Management Bureau. It also obtained 1 invention patent and participated in the formulation of 1 international standard related to smart cities. Over the year, it organized 32 discipline exchange activities and hosted high-level academic conferences, including the "Grounded Theory Methodology Academic Symposium and the 2nd Grounded Theory Methodology Workshop" (attended by over 200 experts and scholars from nearly 70 universities) and the launch event and academic symposium for the "Social Security Green Paper (2025)." Furthermore, it co-established the ESG Future Leaders Summer Workshop with the National University of Singapore, steadily enhancing its domestic and international academic influence.

In terms of talent cultivation, 154 master's students were trained in 2025, achieving a 100% employment rate. Graduate students won 76 awards in various academic competitions (including 14 at the national level and 33 at the provincial/ministerial level). The number of university-enterprise jointly established graduate training bases reached 27, reflecting an overall improvement in the quality of talent cultivation.

To become a think tank for the economic, social, and sustainable development of Beijing's modern industrial new zones; a flagship research institution for regional economic and social development in China; and a talent-cultivation base for the economic and social development of modern industrial new zones.
